Human Resource Services Advisor <p>(Staffing, Training and Development) <p>Reports to: Manager of Human Resource Services <p>Location: Central Offices of the Board <p>Works a regular thirty-five hour [35] hours per week, Monday to Friday, 12 months per year Under the direction of the Manager of Human Resources, the Human Resource Services Advisor working with the Staffing, Training and Development portfolios will focus on the creation, implementation and maintenance of staffing, training and development strategies within the Board which are aligned with the Boards Multi-Year Strategic Plan.<p>QUALIFICATIONS AND EXPERIENCE: Completion of a post-secondary degree, diploma or certificate program in Human Resources, Organizational Development, or a related field and a minimum of five (5) years experience within a unionized environment, preferably within an educational setting. An equivalent combination of education and experience may be considered.<p> CHRP/CHRL designation an asset. <p> Demonstrated commitment and passion to excel in the delivery of superior customer service.<p> Demonstrated success and working knowledge of effective recruitment/selection techniques and a thorough understanding of relevant employment legislation.<p> Demonstrated experience designing, implementing, and facilitating employee training and development and knowledge transfer programs.<p> Adept with technology and a variety of multimedia training platforms and methods.<p> Strong presentation and superior organizational skills.<p> Excellent interpersonal skills exhibiting confidentiality, diplomacy, negotiation, conflict resolution and issue-based problem-solving skills.<p> Demonstrated strength in relationship building and promotion of a collaborative culture with the ability to function effectively with administrators, staff, unions, outside agencies, and others.<p> Must be able to deal with difficult situations and/or people in a tactful and diplomatic manner.<p> Self-driven with a strong sense of urgency, resourcefulness, and the ability to work independently and collectively to create positive influence across the Board.<p> Must have a valid drivers license and be willing to travel locally within district as required. <p>KEY JOB REQUIREMENTS: Complete initial and ongoing needs assessments and analysis of the Boards recruitment, staffing, onboarding, and retention practices.<p> Develop, lead, and implement a strategic recruitment initiative and corresponding programs, policies and procedures related to recruitment, staffing, employee retention, and onboarding/offboarding, ensuring compliance with applicable collective agreements, regulations, legislations, and existing procedures.<p> Identify and make recommendations to eliminate systemic barriers and inequities in the recruitment and onboarding process and support the alignment of diversity and next generation recruitment initiatives with the current and emerging needs of the Board.<p> Develop evaluation tools to measure and monitor the effectiveness of recruitment programs and initiatives.<p> Plan strategically for employee and leadership succession.<p> Lead the implementation and alignment of new and existing HR systems. Provide oversight, guidance, and direction to ensure the efficient and effective operation of all systems.<p> Conduct training needs analysis to identify knowledge and skill gaps. Design solutions to identify gaps that consider objectives, business constraints, available resources, learning styles, experiences, and skills.<p> Create, implement, and monitor a staff training and development strategy that supports legislative requirements and Board priorities.<p> Design, develop, coordinate, and deliver professional development and training programs.<p> Evaluate th
